1. Conceptual Planning

Scoping

It is imperative that business unit managers accurately define what needs to be accomplished. Focusing on these goals allows for proper management control of the entire development process. TransDevelopment works with clients to facilitate scope definition.

Alternatives

Generally, TransDevelopment pursues several alternative approaches to accomplish project goals and to test the viability of "likely" or "favored" earlier concepts. A continuous free flow of ideas from clients is encouraged. We solicit frequent revisions to early conceptual sketches, using computer-aided drawings to illustrate new approaches, so their full impact can be considered by both the business unit and technical staff.

Cost Studies

It is absolutely necessary to review trade-offs between facility needs and their cost. A critical issue is the analysis of operating and capital cost trade-offs. TransDevelopment facilitates "value engineering" of project elements to ensure the best cost-benefit.

2. Planning and Permitting

Land-Use Planning

Most government jurisdictions require a land-use-planning review for new development projects. Local agency staff members need to be approached with the same care as any business client. We prepare the documents needed to support permitting – early engineering studies, survey and platting and specialized consulting reports, including geotechnical and stormwater management.

Site Services

Our development managers make contact with service providers and negotiate the scope and timing of each service extension. These generally include water, fire protection, power, gas, rail, roadways and telecommunications.

3. Design Engineering

Budgeting and Scheduling

Early in the development process, TransDevelopment prepares detailed project capital budgets and schedules for completion. These become benchmarks for later project control and evaluation.

Detailed Drawings

As your partner, we select several design engineers, other specialists or vendors, as needed, to provide the detailed drawings required for permitting, construction and final documentation.

Specifications

Serving as your contract administer, TransDevelopment receives specifications, equipment lists and standards that are then used to bid and purchase materials and services and, ultimately, provide project control.

4. General Contracting

TransDevelopment maintains general contractor licensing in multiple states and provides design/build and traditional construction contracting to clients.

Our extensive development experience throughout the U.S. has built long-term relationships with both prime and sub-contractors and gives us the ability to mobilize quickly and efficiently on sites across the country.

TransDevelopment has expertise in all aspects of site/civil construction, pre-engineered buildings, high-mast lighting and site electrical, site security and access control and rail construction. Facility rehab and terminal maintenance programs are a specialty of ours, and we provide clients with a fast-track, experienced approach to implement construction within existing operating facilities.

In addition to providing either guaranteed-max pricing or an open-books approach to the construction project, TransDevelopment is experienced providing detailed design and engineering work as well as securing entitlements and permits for any aspect of industrial development. TransDevelopment also enjoys long-standing purchasing relationships with specialized equipment and materials manufacturing companies.

Bid Solicitation

For all construction projects, whether acting as a development manager or in an open-books general contractor role, TransDevelopment ensures that appropriate bid documents, owner-based construction contracts, engineered drawings and technical specifications are incorporated into the bidding process. Bid evaluations are determined by the vendors' combined technical expertise and commercial terms.

Purchasing

TransDevelopment manages and purchases long-lead-time equipment and materials to meet critical schedule dates; routine purchases are handled as a part of sub-contractor work packages. Frequently, direct purchases of specialty equipment or materials for a terminal operation yield significant cost reduction for the owner, thanks to our national purchasing relationships.

Contracts and Awards

All construction contracts, whether managed on behalf of an owner or as a GC, are administered through TransDevelopment in forms that are pre-approved by the client. Owners or operators typically delegate award capabilities to us within certain commercial parameters, while other awards are presented to the client with formal recommendations and analyses.

5. Construction Management

Construction Management Plans

TransDevelopment prepares and administers plans to manage a group of specialized contractors as an agent for the owner or client. Usually no general contractor is needed, because TransDevelopment provides appropriate site coordination.

On-Site Representation

TransDevelopment provides a site representative to coordinate the activities of various contractors and vendors to reach a successful project completion. The site representative observes that all constructed elements meet design specifications and produce goals developed in earlier plans.

Field Engineering

As site conditions or client-requested requirements change during the life of a project, a flexible, creative approach is used to maintain project momentum while design or construction programs are altered.

Payments

TransDevelopment's development manager reviews all contractor invoices, negotiates changes to contracts and provides for payments to all parties using procedures approved by the owner or client.

Funds Management

Our development manager can handle a construction account to make disbursements to vendors and contractors. Accountings are made routinely for control purposes.
